Bribery, moral decadent and corruption at the United Nations:
The heads of the Ofume family Dr. Phillip C. Ofume, Mrs. Maureen N. Ofume and part of their six children are political and convention refugees and stateless resettled in Canada on April 20, 1998.
They desire to repatriate to country of origin (Nigeria) and within the process, the family discovered from the sources of the office of the Prime Minister of Canada that the United Nations sold the entire family to the Canadian government.
The staff in the office of His Excellency, Mr. Ruud Lubbers, High Commissioner, UNHCR (Headquarters and Canada Branch Office) told the Ofume family that Mr. Lubbers is aware of the receipt of over the sum of $1.5million by the “United Nations” from the Canadian government. Initial disbursement was $740,000.00 ($340,000.00 to the UNHCR, Ottawa Canada and $400,000.00 to the UNHCR, Headquarters, Geneva Switzerland). The remaining part of the money was distributed to other senior staffs within the United Nations, Headquarters, New York USA.
Recently, the staff with the UNHCR Headquarters, Geneva Switzerland who is in-charge of Canada or North America and who refused to release his name failed to give reason why the family’s applications were not processed from time to time since the year 2000. He told Dr. Ofume that the sum of $400,000.00 was received by the UNHCR Headquarters Geneva Switzerland from the Canadian government and he further alleged that the money was issued to the UNHCR as “donation” and in October 2004, he boastfully advised Dr. Ofume to write to Mr. Annan and others including state parties to the United Nations.
Opposition (informants) in the office of the PM of Canada informed the Ofume family that the budget which was made by the Canadian government to block the Voluntary Repatriation of the Ofume family to country of origin (Nigeria) or seek further asylum in safe country is over $35million (Office of the Prime Minister of Canada).
Procedural Analysis and the Power of $35million:
Application for further Asylum in USA, Denmark, Norway was made several times starting from the year 2000 whereas, the Application for Voluntary Repatriation to Nigeria was made on December 1, 2003. The UNHCR (Ottawa Canada) received $340,000.00 of $1.5million to suppress the application. Appeals against this dangerous and fraudulent action is attached hereunder.
When Messer. Ruud Lubbers and Kofi Annan failed to abolish the contemporary slave trade in which the Ofume family were sold, the family uncovered alternative ground which is to open contact with the country of origin. The family made submission to the President of the Federal Republic of Nigeria through the diplomatic mission in Canada.
In accordance with the Constitution of the Federal Republic of Nigeria (1999) Section 19 (Foreign Policy), The Acting High Commissioner of Nigeria to Canada His Excellency, Mr. C. O. Ndukwe received the family’s Application for Voluntary Repatriation to Nigeria. With all kindness, two times, he invited the Ofume family to his office (Ottawa) to discuss the problem and this official and lawful conduct infuriated the Canadian government. According to information, Mr. Ndukwe refused to accept the bribe offered to him by the Canadian government. The refusal further offended the Canadian government.
In April 2004, Mr. Ndukwe secured Amnesty from the Nigerian government for the Ofume family. Before Mr. Ndukwe could commence the step to negotiate the amnesty with the UNHCR, Ofume family and Government of Nigeria, the Canadian government used its High Commissioner in Nigeria to run several rat races in Nigeria. Swiftly, Mr. Ndukwe was removed or recalled, and Mr. Femi George was posted to Canada in June 2004 to replace Mr. Ndukwe.
Since Mr. George arrived, the process for the repatriation of the Ofume family has been derailed and totally disrupted. Mr. George refused to grant the family any audience to see him in his office (Ottawa) including declining to confirm whether he has forwarded courier by DHL with TRACKING NUMBER L – 701701414 dated on October 30, 2004 which was sent through him to Mr. President of the Federal Republic of Nigeria. Under normal circumstance, the High Commission is a linkage to the Government of Nigeria.
On March 6-8, 2004 (CBC TV March 7, 2004) Mr. and Mrs. Kofi Annan were in Canada and they met with the Prime Minister of Canada. Information revealed that the case of the Ofume family and the appointment of Ms. Arbour Louise as the UN High Commissioner were some of the agenda slated for discussion and negotiation.
To securely cover the blockade, the media, charities, foundations, religion organization and others we controlled and sanctioned in all ways as to issuance of moral and material assistances to the Ofume family. After the paid UN Special Rapporteur (Mr. Doudou Diene) left Canada on September 30, 2003, the Canadian government upgraded its cruelties against the family.
On December 17, 2003, the Canadian government drafted several police officers, sheriff, loaders, and other operatives to break and enter the family’s home and forcibly seized and carted away goods, properties and cash valued over $11million.
This heartless seizure targeted the family’s goods, properties and cash to incapacitate its plan to repatriate to Nigeria on December 30, 2003. The booking airlines refused to accept the family because the Canadian physicians deceived them that Mrs. Ofume is not fit to board aircraft due to her pregnancy and delivery of her baby. The family referred to medical report which had already determined the date of December 20, 2003 but the Physicians continued to issue contra-statement.
Conspiracies and Sweeping Everything Under the Rug
Tracking information shows that the above courier services/registered mails were received by Mr. Ruud Lubbers, Ambassador Femi George and Mr. Kofi Annan without action take to address the problem in midst of persistent bio-chemical gassing, plan assassination by motor vehicle accident on about November 20, 2004; persistent unlawful/secret house arrest and ex-communication; starvation without job and personal assistance (welfare); etc.
The conditions of the Ofume family which have been heard by the Canadian Boards, Commissions, Provincial Supreme Courts, Federal Court, Court of Appeals, Supreme Court of Canada and United Nations (3 UN Reports) show that the life of the family is in danger in Canada.
The family believes that the President of Nigeria is not aware of the problem in Canada because he suffered almost what the family is suffering in Canada. During the incarceration of the Mr. President in Nigeria, Dr. Ofume was member of several NGOs campaigning for his and others release.
For all refugees under the UNHCR mandate, voluntary and involuntary repatriations to country of origin is inalienable rights of all refugees void of distinction of colour, race, gender and nationality.
The family restate that on March 6 -8, 2004 Mr. Annan came to Canada with his wife. They had close door meeting with the Prime Minister of Canada, Mr. Paul Martin. The informant told the family, that the case of the Ofume family was part of the principal agenda for their discussion. Prior to sending the above mentioned courier mail to Mr. Annan, the Ofume family wrote detailed petition to Mr. Annan and demanded for urgent evacuation without action taken to address the issue raised in the petition.
The Ofume family blamed Mr. Annan for abandoning his good office and long earned astute career and failed to issue query of Mr. Ruud Lubbers. The Prime Minister of Canada and his government are liars, racist and unclean people. They have been using tax and other questionable monies to be throwing here and there to persecute, dehumanize, abuse and kill innocent and armless children, men and women.
For example, less than 24hours on June 29, 2004 (CBC TV June 29, 2004) following the release of the result of the fraudulent Canadian federal elections on June 28, 2004, the personal Cargo Ship of the Prime Minister of Canada was arrested in Nova Scotia with haul of cocaine valued over $10million. Information reveals that the inter-border patrol US/Canada agreement made this arrest possible. The French media that continued to air the news after June 29, 2004 were summarily shutdown and the security operatives across Canada placed watch arm length on all news regarding this atrocity purpose of censoring the news.
Without moral and material bribery and corruption, the question at issue in accordance with the rules and regulation of corporate responsibility is whether there is anything that would sanction the responsibility of any UN and other staff from doing his/her job responsibly.
After receipt of this money, the family’s applications for voluntary repatriation to Nigeria were not processed. Two appeals were filed directly to His Excellency, Mr. Ruud Lubbers, High Commissioner, UN High Commission for Refugees, Headquarters, Geneva Switzerland and he went into hiding to present time. His Administrative Secretary, Madame Saunders Jallomour covered the hideout of Mr. Lubbers and returned the initial appeal to the UNHCR Branch in Canada. The appeals were held by the UNHCR (Canada) without action taken to review them.
